The Namibian Constitution (1990), which ensures that everyone has the right to an education, and the Education Act (2001), which establishes free and compulsory primary education and delineates the responsibilities of the government, parents, and schools, serve as the cornerstones of Namibia's robust legal framework. Improving educational quality, especially for underprivileged groups, is the main goal of important policies like the National Education Policy (1993) and the Education and Training Sector Improvement Programme (ETSIP). While ethical principles place a strong emphasis on justice, respect for diversity, and non-discrimination, the Inclusive Education Policy (2013) integrates students with disabilities into mainstream education, fostering inclusivity for all students. But problems still exist, such as unequal access, a lack of resources in rural areas, and moral conflicts between local cultural values and Western educational models.
